SPA fines Brilliant Gaming $173,000 after failed contact attempt

Brazil's Secretariat of Prizes and Bets (SPA) has imposed a BR929,701.92 ($173,000) fine on Brilliant Gaming after the operator could not be located at its registered address.

The citation notice, published in the Federal Official Gazette, gives Brilliant Gaming 10 days from publication to pay the penalty into the National Treasury's Single Account through the PagTesouro system.  

The SPA cited article 41, item III of Law 14,790/2023, Brazil's legislation governing fixed-odds betting.

If proof of payment is not submitted within the deadline, the SPA said the matter will be referred to the Attorney General's Office of the National Treasury for registration as Federal Active Debt, allowing the Federal Government to pursue collection.

Brilliant Gaming remains listed by the Ministry of Finance as a federally authorized betting operator. Its authorization covers the Afun, AI and 6Z brands across online gaming and sports betting, with the license running until 31 December 2029.

The operator was incorporated in São Paulo in August 2024 and its registered headquarters is listed as Avenida Paulista, 777. That same address continues to appear in the terms and support information published by its betting brands.

The sanction follows a period of disruption for Brilliant Gaming. Afun, AI and 6Z were unavailable for several months after a federal court order affected the operator's activities and financial accounts. 

Brilliant Gaming publicly attributed the interruption and inability to process withdrawals to the judicial measure. Its platforms subsequently returned to operation during 2026. 

The latest action also comes as the SPA continues publishing administrative sanctions against federally authorized operators. The regulator maintains a dedicated register of sanctioning proceedings as part of its oversight of Brazil's regulated fixed-odds betting market.

The address issue mirrors another SPA enforcement action published days earlier. The regulator fined Pixbet BR814,567.44 after it was unable to locate that operator at its registered address, also providing a 10-day period for payment or appeal.
