Sisal launches lottery allocating 26.5% of stakes to Italian Olympic sport

Sisal has partnered with the Italian National Olympic Committee (CONI) to launch Win for Italia Team, a national numerical lottery that will direct 26.5% of total stakes to the country's Olympic sports programmes.

The lottery will begin on 28 September, with funding earmarked for programmes supporting Italia Team athletes and their preparation for international competition.

The initiative follows legislative work undertaken before the launch. CONI disclosed in December 2025 that a Government amendment provided for the creation of Win for Italia Team and established the 26.5% allocation. It also confirmed that its annual public contribution would increase structurally by €10m ($11.7m) from 2027.

Win for Italia Team enters an established regulated numerical-games market. Italy's Customs and Monopolies Agency (ADM) oversees national totaliser numerical games, with a new general regulatory framework for concession-operated numerical games introduced through a December 2025 ministerial decree and published in March 2026.

Sisal already operates within this segment as the concessionaire for national totaliser numerical games including SuperEnalotto. The operator has been part of Flutter Entertainment since 2022, when Flutter completed its acquisition of Sisal.

The use of gaming revenue to fund Italian sport also has historical precedent. Legislation applying from 2005 assigned part of state and non-state revenues from sports pools, betting, Lotto, Enalotto, bingo, gaming machines and lotteries to CONI. The framework initially provided €450m annually for CONI between 2005 and 2008.

CONI President Luciano Buonfiglio said: "After 23 years, we resume the tradition through a game whose benefits will be poured on to sports activity."

CONI Secretary General Carlo Mornati said: "It took us almost 7 years to create this project." 

He added: "We're not talking about betting. This is a lottery that allows everyone to contribute to our sports movement and contribute to the successes of athletes."

Sisal and Flutter Southern Europe & Africa CEO, Roberto Di Fonzo, has led the regional business since February 2026 after previously serving in senior strategy and finance positions at Sisal.

Sisal was also involved in a sports-linked gaming launch in Turkey in June, when Sisal Şans introduced Inspired Entertainment's NBA Re-Play through the Milli Piyango network.
