Romania’s National Gambling Office (ONJN) has outlined measures taken to address deficiencies identified in the Court of Accounts’ 2024 report. The update follows the publication of the 2025 follow-up report.
At the time of publication of the 2024 report in July 2026, ONJN management already stated that the identified deficiencies had either been addressed or were in the process of being remedied. The regulator also said the deficiencies had been publicly reported before the Court of Accounts’ report was finalised.
The follow-up report published by the Court of Accounts confirms the measures taken in response. Measures implemented include increased controls of gambling operators, efforts to recover unpaid fees, enhanced monitoring of online gambling and action against illegal gambling websites.
Regarding unpaid fees, ONJN has launched controls covering the past five fiscal years to assess discrepancies identified by the Court of Accounts and recover outstanding amounts. It has also launched checks into alleged GGR manipulation by some online gambling operators.
ONJN has also transformed self-exclusion into a functional, secure and accessible tool. The institution currently manages a unique encrypted database that operates in real time.
In 2024, the Responsible Gaming Promotion Service focused mainly on collecting its own revenues without carrying out significant activities or programmes aligned with its intended purpose.
Meanwhile, in 2025, the regulatory framework was strengthened and the National Public Interest Programme ‘Conscious and Free’ was launched. It is the first programme to fund projects focused on the prevention and treatment of gambling addiction, with the first funding call providing a total of €5m ($5.8m)
