PlayCity has announced that the selection of its next head will be conducted through a transparent and competitive process. The initiative forms part of its broader efforts to strengthen governance in the gambling sector.

To support this, PlayCity has submitted a proposal to the Ministry of Digital Transformation, which oversees gambling policy. The proposal calls for the creation of a dedicated competition framework for the position. In response, the Ministry has approached the Cabinet of Ministers to request the necessary instructions to proceed.

The PlayCity notes that reforms implemented during its first year of operation have already delivered tangible results. These include the launch of the State Online Monitoring System (DSOM) in test mode, strengthened action against illegal casinos, the introduction of systematic measures to combat illegal advertising, new player protection mechanisms and the licensing of lottery operators.

PlayCity emphasises that the tender process must be professional, open and independent. It says this is necessary to ensure that the changes already initiated are irreversible and effective in the long term.

The initiative aims to strengthen the regulator’s institutional stability. A transparent selection process for leadership is intended to reduce reliance on individual decision-making and reinforce trust in market rules.

Ukraine’s gambling sector is facing growing concerns over transparency, suspected illegal payment flows and potential money laundering risks.

Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, previously warned about potential tax evasion by operators.

Speaking to local media, the Head of PlayCity, Gennady Novikov, earlier warned that half of Ukraine’s online casino market remains illegal.
