The Dutch Gambling Authority (KSA) has ordered Kevenga Limitada to stop offering unlicensed online gambling in the Netherlands through betspino.com, with potential penalty payments capped at €1.28m ($1.5m).

The regulator inspected the website on 10 and 25 February 2026. An investigator using a Dutch IP address was able to create an account, with the Netherlands, the +31 telephone code and euro currency already selected during registration.

The investigator deposited €20 through Mastercard using an account connected to a Dutch bank, before playing the slot title Hot 7s Fruit Fiesta. A further gambling transaction was completed in April. 

During a follow-up inspection on 18 May, the regulator found that an existing account could still access the website and play Donny Dough. No technical restrictions had been introduced to prevent participation from the Netherlands.

KSA also identified Dutch-language affiliate websites advertising Betspino and recorded 8,710 Dutch searches for betspino.com during January. It held Costa Rica-registered Kevenga responsible because the operator was identified as the website owner in its terms of use.

The regulator estimated that Kevenga generated €955,000 in Dutch gross gaming revenue during January. Its calculation used KSA’s search-volume methodology, producing an estimated weekly figure of €238,750.

Kevenga must end all unlicensed gambling access from the Netherlands within four weeks of the 11 June decision. Failure to comply may trigger payments of €638,750 for each week or part of a week, up to €1.28m.

The order covers betspino.com, other websites controlled by the operator and gambling applications accessible to Dutch consumers. Kevenga did not submit a response after being informed of the proposed enforcement action in April.

The action comes as KSA continues to focus on illegal operators competing with the licensed market. Its spring monitoring report estimated that 91% of Dutch online gamblers used only licensed operators, although legal sites accounted for 53% of gambling expenditure. 

The regulator believes consumers lose substantially more with illegal operators, where Dutch player-protection requirements do not apply. 

In June, KSA warned Smart Gaming, which operates Betnation, after a technical failure allowed players to gamble without the required checks against the Cruks self-exclusion register. One registered individual was confirmed to have accessed gambling services during the affected period.
