Ukraine’s gambling regulator PlayCity has opened a tender to develop the second phase of the State Online Monitoring System (DSOM), extending the platform from financial transaction reporting to oversight of activity occurring within games.
The procurement represents the next stage of Ukraine’s attempt to establish centralised digital supervision of its licensed gambling market. Gambling was legalised in the country in 2020, while PlayCity replaced the former Commission for the Regulation of Gambling and Lotteries in 2025 following a wider regulatory restructuring.
PlayCity launched the first phase of DSOM in test operation in April 2026. According to the regulator, 28 of Ukraine’s 30 licensed gambling operators have since been connected.
That initial phase functions as the system’s financial core, collecting separate records for bets, winnings, refunds and other operator transactions. Each transaction receives a unique identifier and cannot subsequently be amended or overwritten.
Where an operator experiences a connection failure, transaction information is retained locally and transferred once access is restored. PlayCity said this is intended to prevent records from being lost or duplicated.
The second phase will allow authorities to record game results, monitor transactions involving substitutes for the hryvnia and review slot machine parameters and operating data. It will also expand analytical tools available to government bodies and support enforcement of responsible gambling requirements.
Player information will be transmitted anonymously, with DSOM designed to monitor market activity rather than the actions of named individuals.
PlayCity Head, Gennady Novikov, said: “The second stage will open the next level of data access, to control the processes that occur inside the game.”
The successful bidder will be required to develop an architecture capable of processing large volumes of information, operating under high loads and scaling as the regulated market develops.
The project sits within Ukraine’s broader shift towards digital gambling regulation. PlayCity has also resumed scheduled operator inspections, introduced online reporting tools for illegal advertising and expanded licensing activity during its first year.
PlayCity Head Gennady Novikov resigned earlier this month after highlighting the resumption of licensing, almost UAH 2bn ($44.8m) in budget revenue and progress on DSOM among the regulator’s main achievements. His departure came as PlayCity was moved under the direct supervision of the Cabinet of Ministers.
