Uzbekistan has issued its first licences for bookmaker operations, marking the launch of the country’s regulated betting market.
The National Agency for Prospective Projects (NAPP) granted licences to two companies, Olimpbet and Aurum Vale, allowing them to offer both bookmaker and totalisator services. Each operator received two licences covering betting and tote activities.
Although Uzbekistan legalised online gambling and sports betting in 2024, licences have only now been issued. The delay was reportedly linked to the development of measures aimed at preventing unethical practices and protecting vulnerable groups.
In April 2024, Uzbekistan introduced a legal framework for online gambling and sports betting through a presidential decree, citing the ineffectiveness of previous restrictions. Authorities said the former ban contributed to the growth of illegal gambling activity, capital outflows, increased gambling-related harm and higher fraud risks.
The regulatory focus has continued in recent months, with authorities warning of a rise in online advertising promoting betting platforms and other gambling services ahead of the 2026 FIFA World Cup.
Under Article 46 of Uzbekistan’s Law on Advertising, the promotion of gambling services is prohibited and may result in legal consequences. Officials also warned that using anonymous accounts, pseudonyms or foreign digital platforms does not protect individuals from liability. The Competition Committee is monitoring online resources and social media platforms to ensure compliance with advertising rules.
Uzbekistan has also taken action against alleged illegal gambling activity. In April, Vladimir Dobrynin, Founder and CEO of technology company Humans, was placed on an international wanted list over criminal charges reportedly involving illegal gambling and money laundering.
The case forms part of a wider dispute involving legal proceedings, arbitration claims and regulatory action connected to the company.
