Colombia's gambling regulator, Coljuegos, has adopted a new technical framework for Baloto as the country's lottery sector also responds to disruption caused by the August 10 earthquake.
Resolution No. 20260019344 issues the Technical Annex of Requirements governing Baloto, which Colombia classifies as a novel online lotto-format game.
The framework establishes minimum requirements for the central gaming system, sales terminals, remote connection devices and communications infrastructure used by the operator.
It also covers draw equipment and random number generation, alongside the processing and transmission of administrative, financial, control and betting information to Coljuegos.
The resolution follows a wider revision of Baloto's regulatory framework. In July, the Coljuegos Board of Directors approved Agreement No. 03 of 2026, replacing the section of the national gaming regulations governing Baloto.
The rules had previously been amended repeatedly between 2022 and 2025.
Before adopting the latest technical annex, Coljuegos opened the proposed requirements to public observations between July 6 and July 10.
The regulator said submissions received during the consultation were considered and its responses were subsequently published.
The framework forms part of a regulated gambling market that directly finances Colombia's health system.
Coljuegos reported in May that gambling administered by the regulator had transferred COP4.01trn ($1.25bn) to subsidized healthcare since 2022.
The regulator has also continued expanding its regulated online market, with 15 authorized online operators listed following the addition of MrYoker in May.
Separately, the National Council of Games of Chance and Gambling (CNJSA) issued Agreement 969 after the August 10 earthquake caused operational, logistical, commercial and communications disruption affecting scheduled draws.
The council authorized the postponement of affected traditional lottery and other authorized draws. Bets on permanent chance games linked to the results of those postponed draws have also been suspended until the relevant draws are officially conducted.
The measures followed a major seismic event that struck Colombia on August 10, with independent monitoring initially recording a magnitude of at least 6.8.
Coljuegos has also intensified enforcement across Colombia. The regulator reported on August 7 that it had seized 12,852 illegal gambling devices through 514 operations and issued 58,916 website-blocking orders during the current administration.
