Around 3 million social beneficiaries were blocked following a Supreme Court (STF) ruling

The Federal Government now blocks more than 5 million Brazilians from betting on online platforms, as announced by Finance Minister Dario Durigan.

The number comes after combining several groups subject to access restrictions. The largest group, around 3 million people, are Bolsa Família or Continuous Cash Benefit recipients, blocked in compliance with a STF ruling.

800,000 participants in the latest round of Desenrola, the Government's program helping low-income Brazilians renegotiate overdue debts, were also barred from betting from six months to a year under Government rules.

Combined, the three groups represent roughly 10% of the 40 million active users registered in the Betting Management System (Sigap). Durigan said the initiative is part of a strategy to discourage gambling in Brazil, adding that the Government intends to treat betting similarly to tobacco, with measures aimed at reducing its appeal.

Of those blocked over debt renegotiation, 794,181 are tied to the program's standard debt relief track and 33,123 to the Student Financing Fund, as of August.

Durigan also mentioned that the Centralized Self-Exclusion Platform, developed by the SPA and available since December 2025, has logged more than 1.2 million requests, up from 925.000 last month.

The most common reason cited was "loss of control over gambling, mental health" (35.93%), followed by preventing personal data misuse by betting platforms (20.63%). Most requests, 66.95%, are for an indefinite block, with a further 21.6% opting for a one-year block.
