UK: Gambling Commission appoints Ruth Evans as Chair

The Gambling Commission (GC) has announced the appointment of a new Chair, Ruth Evans, who steps into the role at a critical point of change for the UK regulator.  

Indeed, Evans carries experience across both the public and private sectors, having founded Stop Scams UK earlier in her career, before moving on to spend four years working at the Financial Conduct Authority (FCA). She also has previous experience as Chair for the Independent Parliamentary Standards Authority (IPSA), where she spent three years.  

Now, she steps in following Marcus Boyle's departure as former Chair in early 2025, with Charles Counsell having assumed the position in the Interim. Evans will now play a crucial role in shaping the regulatory direction of travel for both the Gambling Commission and, of course, the market it oversees.  

Speaking on her appointment, Evans stated: “I am delighted to have been appointed Chair of the Gambling Commission at a time when its role in keeping gambling fair, safe and crime-free is more important than ever. Throughout my career in consumer protection, I have seen that the best outcomes are achieved through effective collaboration between regulators, industry and the technology sector. 

“I look forward to working with the Commission to encourage online safety for UK citizens that strengthen consumer protections while supporting a responsible, innovative and sustainable gambling sector. By combining proportionate regulation with partnership and shared responsibility, we can build greater public confidence and create lasting benefits for consumers and the wider economy.” 

More broadly, this development comes as the commission continues its search for a CEO successor to Andrew Rhodes, who departed in Q1. Today also marks the final day of service at the regulator for Executive Director Tim Miller, who moves on after a decade at the organisation.  

Also commenting on Evans' appointment was Interim Chair Counsell, who said: “We are delighted to welcome Ruth as the new Chair of the Gambling Commission. Ruth’s regulatory and consumer experience will be invaluable to the Board as we continue our work to make gambling safer, fairer and crime-free.  She joins the Gambling Commission at an important time for the gambling sector and the Commission.  As we develop a new strategy, ramp up our world-leading work to tackle illegal gambling and complete our part in the implementation of the Gambling Act Review, Ruth’s role will be pivotal in the years ahead.”
