Steuben County residents have expressed mixed views on a proposed casino development in northeast Indiana, with the issue set to go before voters on November 3.

During a public meeting on October 8, county officials outlined the potential economic benefits of allowing casino gambling. Promotional materials for the proposal estimate that a casino could create up to 1,200 jobs.

Steuben County Tourism Bureau Executive Director June Julien said a casino could help attract visitors outside the summer tourism season.

The county currently receives approximately 2.6 million visitors annually, generating more than 13 million visits. However, tourism activity remains concentrated during the warmer months.

Supporters also pointed to potential community funding. Local resident Judy Rowe said casino-related contributions could benefit nonprofit organizations that face difficulties securing financial support.

Others questioned whether residents had sufficient information before voting. Theresa Steele raised concerns about the absence of confirmed casino locations and warned about potential social consequences, including gambling-related harm.

The referendum follows legislation approved earlier this year allowing voters in Steuben, Allen and DeKalb counties to decide whether inland casino gambling should be permitted locally.

If multiple counties approve the proposal, casino operators will submit bids to the Indiana Gaming Commission, which will select a single license recipient.

Competition between the counties has already emerged. Supporters of a Steuben County development argue that its proximity to Michigan and Ohio could attract out-of-state customers.

Meanwhile, Fort Wayne officials have highlighted potential employment and revenue benefits from locating a casino in Allen County. Opponents have raised concerns about gambling-related social costs.

The November vote will determine which counties remain eligible for consideration, rather than directly authorizing construction of a casino.
