Key Points
Finland’s incoming player protection framework will be relatively standard for established operators, while the Act leaves room for stake and loss limits to be introduced by decree
Karhu expects broad advertising opportunities to support channelisation initially, but sees restrictions on social media and affiliate marketing as potential barriers over time
Operators that have already applied for a licence should now focus on ensuring teams understand the new player protection and marketing requirements, as well as ongoing regulatory obligations

With Finland’s new iGaming market set to open on 1 July 2027, operators are preparing for the shift from Veikkaus’ long-standing monopoly to a licensed framework. Commercially licensed operators will be able to offer a range of online gambling products, including sports betting and casino. Veikkaus will retain exclusive control over lottery products, land-based slot machines and casino games. Operators began submitting applications on 1 March, with the review process still ongoing.

But what will the new regime look like in practice? Global Gaming Insider spoke with Joonas Karhu, Founder of Huhtikuu Law Firm, to get his perspective on what operators can expect.
