The Virginia Lottery has released the state’s casino activity for December 2025, as the four properties which currently report to the regulator combined to generate $86.5m of revenue, equating to growth of 15.5%.
While Caesars Virginia led all properties in revenue produced for the monthly period after increasing 27% to nearly $36m, the Interim Gaming Hall Norfolk accounted for $1.1m following its debut in late 2025.
Hard Rock Bristol and Rivers Casino Portsmouth generated December 2025 revenues of $22.7m and $26.7m, respectively, equating to growth of 9.8% and 3.1%. The gaming establishments combined to pay just over $19.8m in taxes to various funds in Virginia as well as the host cities in which they reside.
Over $13.5m was split between Virginia’s Problem Gambling Treatment and Support Fund, Family and Children’s Trust Fund, Indigenous People's Trust Fund and the state’s Gaming Proceeds Fund.
During December 2025, slot machines accounted for $62.8m of revenue in Virginia and increased 10.9% from the prior year period, while table games generated over $23.7m and grew 29.7%.
On January 15, the Virginia Lottery Board also unanimously approved licensing for PPE Casino Resorts Petersburg, marking the fifth retail operator to launch a commercial casino site in the state.
The application approval follows a “comprehensive review” of the materials submitted by Casinos Resorts Petersburg, as well as an “extensive background investigation” conducted by the regulator.
The Virginia Lottery has licensed and regulated both sports betting and casino operators in the Commonwealth since 2020 when legislation was passed by the state’s General Assembly.
