The procurement process to select a technology provider for Lotesul, the state lottery of Mato Grosso do Sul, has been delayed once again after another bidder failed a technical evaluation.
The state’s Secretariat of Administration confirmed that Prohards Comércio, Desenvolvimento e Serviços em Tecnologia da Informação Ltda. was disqualified after failing a proof-of-concept test conducted in Campo Grande.
The company had proposed transferring 36.11% of revenue to the state but was unable to meet the technical requirements of the tender during the evaluation stage.
It is the second company rejected during the process, following the earlier disqualification of LottoPro due to technical shortcomings in its system integration.
The bidding process will now resume on March 11, when remaining proposals continue to be assessed.
The tender relates to a BR51.4m ($9.75m) contract that would grant the owner the chance to develop and operate the technological platform that will manage ticket sales, prize payments and financial flow.
Whoever takes oversight of this platform will be in charge of the central system for validating lottery transactions, monitoring payments and ensuring tax and regulatory compliance across the lottery network.
