Paraguay’s Executive Branch has awarded a five-year concession for the quiniela lottery game to two operators. These are Technologies Development of Paraguay (TDP), the current concessionaire, and the Daruma Sam–Caproni–Dataforge consortium, which will operate under the Apostala brand.
The operators met the requirements to run quiniela following the amended gaming law introduced last year, which ends the monopoly in the sector.
The award was formalised through Decree No. 5971, signed by President Santiago Peña on May 4, 2026. It follows a resolution from the regulator Conajzar, which evaluated bids submitted under a public tender and selected the license holders.
Under the terms of the concession, quiniela will be operated nationwide for 60 months. Operators will pay a monthly concession fee equal to 19% of gross monthly revenue.
The decree also requires operators to submit performance and payment guarantees before contracts are signed.
Apostala said the development strengthens a regulated market and promotes clearer, safer and more sustainable conditions for both players and the state. It also reaffirmed its commitment to responsible gambling, innovation and ongoing improvement of the user experience.
According to official data released by Conajzar, Paraguay’s gambling sector generated PYG 18.7bn ($2.75m) in gambling fees in January. The figure represents a 23.4% increase compared with the amount collected in January 2025, which was the country’s previous record for the first month of the year.
In 2025, Paraguay’s gaming regulator reported its strongest annual revenue performance in a decade. According to the same official data, total fees collected by Conajzar between January and December 2025 reached PYG 215.94bn.
