Online sports betting framework remains tied to existing Tribal gaming agreements

Wisconsin Governor Tony Evers has confirmed he will not immediately decide on legislation that would authorise online sports betting in the state, stating that further discussions with Tribal leaders are required before moving forward.

The bill, which has already passed through the state legislature, represents a potential expansion of Wisconsin’s regulated sports betting market, which is currently limited to retail wagering under Tribal gaming compacts.

Evers indicated that his review process will involve both an assessment of the bill’s provisions and consultation with Tribal nations that have not yet expressed support for the proposal.

Evers said: “I’ll have to take a look at what the bill actually says, but also talk to those people from whichever tribal nations haven’t signed on where they are at and so, we’ll be doing some talking with tribal leaders and hopefully we can get something done.”

The governor did not provide a timeline for when a decision might be reached, leaving uncertainty around the implementation of online sports betting in the state.

Any expansion of wagering is expected to remain closely linked to Wisconsin’s existing agreements with federally recognised Tribes, which currently oversee casino gaming operations across the state.

These compacts are likely to play a central role in determining how online betting would be structured, including licensing and operational requirements.

The lack of a defined timeframe means stakeholders, including operators and Tribal authorities, will need to await further clarity before planning potential market entry or expansion strategies.

The bill’s progression follows ongoing legislative efforts to establish an online betting framework while maintaining Tribal oversight of gaming activities.

In February 2026, the Wisconsin State Assembly passed legislation that would allow online sports betting under Tribal authority, requiring servers to be located on Tribal lands and mandating updates to existing gaming compacts, with further approval needed from federal authorities.
