Brazil’s Prizes and Betting Secretary (SPA) has held the first official meeting of Brazil’s National Betting System Forum (SINAPO), bringing together regulators from across the country as the Federal Government continues structuring cooperation within the regulated betting sector.
The meeting, held in Brasília, included representatives from 15 Brazilian states and the Federal District. According to the SPA, the initiative aims to strengthen institutional dialogue between federal and regional authorities while encouraging cooperation on lottery and betting regulation.
Participating states included Amazonas, Bahia, Ceará, Espírito Santo, Maranhão, Minas Gerais, Mato Grosso do Sul, Pará, Paraíba, Paraná, Rio de Janeiro, Rio Grande do Norte, Sergipe, Acre and Tocantins.
The meeting included presentations on measures implemented by the SPA since its creation in January 2024, alongside discussions on regulatory models currently being developed at state level.
According to the Ministry of Finance, SINAPO is part of the SPA’s 2025/2026 regulatory agenda and is expected to expand in future phases through bilateral cooperation agreements with state governments.
SPA Deputy Secretary Fábio Macorin described the meeting as “an important step towards strengthening institutional cooperation in Brazil’s betting sector..”
“The inaugural meeting marked the beginning of a permanent space for dialogue, coordination and joint construction between state and federal regulators,” he said.
Macorin added that the creation of a “solid regulatory environment” depends on cooperation between federal entities, coordinated solutions and the exchange of regulatory experiences.
SPA Subsecretary Daniele Olímpio also commented on the initiative, highlighting the importance of sustainable market regulation.
“Thinking that the economy is a moldable phenomenon and that, with responsibility and sustainability, the government makes a difference and becomes a primary agent,” she stated.
