Norsk Rikstoto is facing a potential fee of up to NOK 6m ($585,000) after the Norwegian Gambling Authority reported that more than 800 customers were able to gamble beyond their established loss limits.

According to the regulator, a long-running technical error allowed players using Andelstorget and På Lag solutions to exceed limits intended to prevent harmful gambling behaviour.

Under Norway's responsible gambling requirements, players may set personal loss limits, and no customer should be able to lose more than NOK 60,000 over a three-month period, excluding winnings.

The error, which persisted from December 2022 until September 2025, resulted in 806 players exceeding their limits across 2,047 individual cases.

In total, almost NOK 4m was wagered beyond the permitted thresholds.

Seven customers were able to gamble more than NOK 100,000 over their limit, including one individual who exceeded it by NOK 643,000.

The regulator notes that many affected players were assessed as medium or high-risk for gambling problems, and may therefore have experienced financial strain or a loss of control due to the malfunction.

Commenting on the case, Tore Bell, Department Director at the Norwegian Gambling Authority, stated: "Loss limits are the most important tool for preventing players from having serious problems. The fact that the loss limits have not worked for such a long period is very serious. The loss limits are intended to be a safety net to prevent and deter gambling problems and limit damage."

The authority reports that the operator corrected the error promptly once discovered and has cooperated fully throughout the process. Norsk Rikstoto now has three weeks to respond before a final determination is made.
