Mozambique’s Minister of Economy has called on gambling operators to promote responsible gambling as the country introduces new regulations for online games of chance.
The Minister said the rules, approved by the government on 14 July, aim to support the development of the sector while strengthening consumer protection. The new framework introduces specific requirements for online gambling platforms, creating a separate regulatory approach from that used for land-based casinos.
The decree establishes the legal framework for operating online games of chance and sets out the requirements for operators entering the market.
The move comes as the government links the growth of online gambling with declining tax revenues from casinos.
The Economy Minister now said betting platforms have become increasingly visible across public and digital spaces, highlighting the need for stronger responsible gambling measures.
He added that the reforms aim to modernise Mozambique’s gambling regulations and introduce mechanisms to support the effective implementation of the new standards.
Danilo Mussá, president of the Mozambican Gambling and Betting Association, said the approval of the new regulations marks an important step in keeping pace with developments in the national betting market and strengthening the organisation of the sector.
According to Mussá, the new legal framework comes as online gambling activity continues to expand and should support more structured growth among operators.
According to 2025 budget data from the Ministry of Finance, previously reported by Lusa, the state collected MZN 359.5m ($5.63m) in land-based casino tax revenue. This represented 54% of the MZN 666.1m forecast for the year.
Mozambique currently has casino and slot machine concessions operating in cities including Maputo, Matola, Beira, Tete, Nampula and Pemba
