Portugal's regulated online gambling market generated approximately €328.3m ($379.5m) in gross gaming revenue (GGR) during the second quarter of 2026, following another period of double-digit year-on-year growth.
The estimate is based on the 14.4% increase reported by the Serviço de Regulação e Inspeção de Jogos (SRIJ) and the €287m generated during Q2 2025. Last year's figure was itself 9.6% higher than Q2 2024.
Growth accelerated slightly from the opening quarter of 2026, when online GGR increased 13.7% year-on-year to €323.7m. The two quarters combined indicate that Portugal's regulated online market generated around €652m during the first half of the year.
The latest increase also follows a record €337.6m for Q4 2025. Across 2025 as a whole, online GGR reached approximately €1.21bn, illustrating the continued expansion of Portugal's regulated digital market.
Portugal operates a licensing system under the Regime Jurídico dos Jogos e Apostas Online, with operators required to obtain approval from the SRIJ before offering online gambling. Licences cover verticals including fixed-odds sports betting, casino games and bingo.
The regulated market has also expanded its operator base. The SRIJ currently lists 19 licensed brands, including Betclic, Betano, Bwin, Pokerstars and 888, alongside newer entrants Retabet and Vincino.
Regulatory changes are being considered alongside the market's continued revenue growth. The SRIJ opened consultation this year on proposed amendments to rules governing online gaming machines and fixed-odds sports betting, extending the consultation period until April following a request from Portuguese trade association APAJO.
Growth was also recorded in Portugal's land-based sector during Q2. The SRIJ reported that gross revenue from casinos and gaming machines increased 6% compared with Q2 2025, accelerating from the 0.8% year-on-year increase recorded during the first quarter. Bingo hall revenue declined 0.1%.
In June, Global Gaming Insider reported that Portugal’s Q1 online gambling revenue rose to €323.7m, with online casino revenue increasing 20.3% year-on-year during Q1, while sports betting revenue grew 4%. Self-excluded online accounts also increased 23.1% to more than 380,000.
Portugal's regulated online gambling framework has operated since 2015, with only SRIJ-licensed entities permitted to offer online gambling in the country
