Councillor Rodrigo Guedes has filed Bill 659/2026 in Manaus's City Council, proposing to ban advertising, promotion and marketing activities by fixed-odds betting companies on public property and spaces across the city.
The bill is now with the Council's Plenary Support Division for review after being filed.
The proposed ban would apply to fixed-odds betting, sports betting, online gaming and related operators, covering parks, squares, gardens, streets and other public spaces, as well as municipal buildings, transit terminals, bus stops and street furniture.
It would also extend to events sponsored or supported by the Manaus city government and to sports, cultural and recreational facilities run by the municipality, banning billboards, posters, banners and electronic displays on any city-owned or managed property.
The restrictions would extend to campaigns using betting brands, logos or visual elements, as well as promotion of betting apps, platforms or websites on public property.
Guedes said the bill aims to protect Manaus residents, particularly children, teenagers and economically vulnerable groups, from the harms of betting advertising.
The new bill also adds to the growing list of Brazilian cities banning betting advertising in public spaces.
Violations would trigger a warning, fines, immediate removal of non-compliant ads, and a two-year ban on contracting or sponsoring city-run events, with enforcement handled by municipal urban oversight and consumer protection bodies.
Last year, Manaus's City Council approved a bill establishing a Municipal Week for Confronting Betting and Games of Chance Addiction, aimed at addressing rising gambling-related harm among young people and adults in the Amazonas capital.
