The Norwegian public broadcaster NRK has unveiled additional results of its investigation into unlicensed Curaçao operators targeting the country.
NRK investigated leaked documents from Curaçao's gambling authorities and identified 782 online casino sites with some form of Norwegian-language adaptation. At least 130 gambling companies explicitly listed Norway as a target market in their applications or business plans.
Further analysis of the sites' traffic showed that these 782 pages have had over 81 million visits from Norway in the past year. One casino site alone received over 53 million visits.
Apparently, at least 12 Norwegians were linked to Caribbean-licensed gambling companies. These companies had applied for licences covering 107 online casinos, 20 of which featured Norwegian adaptations.
Tore Bell, Department Director at the Norwegian Gambling Authority, noted that authorities will take serious notice of Norwegian citizens involved in companies operating in Curaçao.
Bell said: "We take it seriously if they are involved in a company that directs its offer towards Norway. Offering gambling in Norway without a permit is illegal, regardless of where the company has a license or whether there are Norwegians involved."
In Norway, the Ministry of Culture regulates gambling. Culture Minister Lubna Jaffery said the number of Norwegian-language unlicensed sites is very serious.
The Norwegian Gambling Authority said the new findings could influence how it prioritises enforcement.
In April 2026, NRK was invited to an international investigative collaboration based on data Lilith Wittmann had obtained from Curaçao’s gambling authorities in December 2025
