The North American Association of State and Provincial Lotteries (NASPL) and DigitalRG have partnered to support responsible gaming certification.

As part of the deal, DigitalRG will manage lottery submissions through the responsible gaming framework NASPL runs with the National Council on Problem Gambling (NCPG). The arrangement covers lotteries in the United States and Canada.

Cibelae, the Ibero-American Corporation of State Lotteries and Betting, welcomed the alliance, describing it as aimed at strengthening responsible gaming practices at lotteries in the two countries.

Through the digital platform, lotteries will be able to organize evidence, work with mentors and document their actions, to simplify certification and promoting continuous improvement.

The deal also includes a digital library of resources, mentoring tools and an annual Responsible Gaming Index for North America. The index will draw on anonymized, self-reported information and is intended to provide reference points on sector practices and trends and to identify areas for development.

Cibelae said the agreement adds to a collaboration it presented with DigitalRG in August 2026 to support Ibero-American lotteries in managing the World Lottery Association (WLA) Responsible Gaming certification and Cibelae's Level 1 Technical Standard on Anti-Money Laundering and Countering the Financing of Terrorism.

The DigitalRG platform used in that program centralizes requirements, evidence, action plans and certification submissions in one place. It also tracks deadlines and progress and offers content in Spanish and Portuguese. The Level 1 standard is valid for three years and includes automatic renewal reminders.

Cibelae member lotteries can access the service for up to two users per institution at no additional cost. The program also offers training options in Spanish and Portuguese for staff and sales networks, with completion certificates, along with risk assessment tools. 

According to Cibelae, training for agencies and points of sale covers practices such as age verification, identification of signs of problem gambling and dissemination of help channels.
