Stellar Gaming CBO Fellipe Fraga has confirmed the layoff of “many people” as a result of Brazil’s ban on online gaming and fixed-odds sports betting, joining the list of entities who have been forced to counteract President Luiz Inácio Lula da Silva’s provisional measure.
Fraga addressed the layoffs as part of a social media post via LinkedIn, having said, Today has been one of the most difficult days of my career. After all the uncertainty caused by the Provisional Measure issued by the President of Brazil, we had to confirm the departure of many people from our team. People who are not only outstanding professionals, but who have also become part of our professional and personal stories.
“Dozens of families have been affected by the stroke of a pen — a decision that, in my view, is unfair and disconnected from reality, but one that has placed us in an extremely difficult position. Any perspective for the future is now surrounded by uncertainty, and we could not allow people who mean so much to us to remain indefinitely at the mercy of what may or may not happen next.”
Stellar Gaming – which serves as the holding company of EstrelaBet and Vupi – first entered Brazil in late 2025, with Fraga having joined Global Gaming Insider to discuss the regulatory hurdles and potential of the country’s iGaming market.
President Silva signed a provisional measure to prohibit iGaming and fixed-odds sports betting on September 25, less than two years after the country originally unveiled its regulated online gambling market.
The impact of the ban has reached numerous operators and suppliers who had been active in Brazil, with at least 36 of the 188 previously authorized brands carrying out layoffs since the provisional measure went into effect.
Global Gaming Insider has also spoken with key executives from Brazil, covering the market’s long-term future and credibility, as well as potential amendments to the ban.
Fraga continued by stating “the feeling of helplessness in the face of injustice is strong,” although the “desire to build something new remains.”
Betano owner and operator Kaizen Gaming released a new post via LinkedIn reiterating its commitment to the Brazilian market and its team currently located in the country on October 12
