Ciarán Carruthers has been at the helm of one of the world’s most closely watched emerging gaming markets for some time now. His appointment was carefully considered, drawing on decades of experience across the gaming industry. But who is the man behind the role?

Who is Ciarán Carruthers?

Appointed CEO of the General Commercial Gaming Regulatory Authority (GCGRA) in June 2026, Carruthers is best known for leading the turnaround of Crown Resorts in Australia, where his guidance helped restore the company’s full licensing suitability.

Throughout his career, Carruthers has held senior roles at major Macau casinos, building a strong reputation in gaming operations. Carruthers joined the GCGRA at a pivotal moment, as the UAE launched its gaming market and major projects like Wynn Al Marjan – an integrated resort under construction – began to take shape. Carruthers has firsthand experience with Wynn’s approach, having worked at the company’s Macau arm.

About the UAE’s gaming market

The GCGRA was officially established on 3 September 2023. In summer 2024, it awarded its first licence to the UAE lottery, which launched in December 2024.

Meanwhile, in October 2024, Wynn’s property in Ras Al Khaimah secured a casino licence. As of the time of writing, the opening of the UAE’s first licensed casino is expected in September 2027.

Momentum Group’s entity, Coin Technology Projects, holds both Internet Gaming and Sports Wagering licences, making it the only GCGRA-licensed operator currently authorised for these activities. The company also operates the National Lottery.

The UAE is a young and closely watched emerging market.

Inside Carruthers’ Asia-Pacific gaming career

Carruthers' gaming industry career began in 1991 at International Casino Services, an Australian casino management and consultancy company, where he spent 11 years developing business opportunities and managing operations within the Asia-Pacific region.

In 2002, Carruthers joined Macau’s Galaxy Entertainment Group. He became Chief Operating Officer (COO) of the group’s first property, Waldo Casino, when it opened in July 2004. He later spent three years as COO at StarWorld, Galaxy’s flagship property, after its October 2006 debut.

After that came the period from 2009 onward, during which he did consulting work in the industry, advising big industry names.

In 2017, Carruthers joined Wynn Macau as the COO, a role he left in September 2022 to join Crown Resorts Australia.

Leading Crown Resorts’ turnaround

As previously mentioned, Carruthers led a major corporate restructure at Crown. In early 2022, US-based private equity firm Blackstone acquired Crown Resorts, including its three major properties: Crown Melbourne, Crown Perth and Crown Sydney. Following the takeover, Blackstone appointed Carruthers to oversee the company’s turnaround and drive its recovery efforts.

At the time, the Bergin Report revealed evidence of money laundering, connections to criminal organizations and insufficient responsible gambling measures at Crown’s properties. As a result, regulators in New South Wales and Victoria determined that Crown was unfit to hold gaming licenses.

Carruthers led the operator through an overhaul of its AML and safer gambling processes, making it fit for licensing suitability. Furthermore, he reduced Crown’s reliance on luxury offerings, widening its appeal beyond VIPs and high rollers.  For this, he was widely credited with improving regulatory compliance and business performance in spite of weaker consumer spending, making it one of his most praised career achievements.

What are Carruthers’ key leadership strengths?

GCGRA Chairman Jim Murren touted Carruthers upon his appointment as CEO of the regulator, saying he has the right calibre of leadership the role calls for. He further praised his track record of building trust with governments, regulators and industry partners across multiple jurisdictions as exceptional.

Indeed, Carruthers’ career speaks volumes of his expertise. He can be described as a great strategist, as evidenced by his Crown feat. Thus, his ability to juggle complex operational, regulatory and commercial priorities stands out as one of his key strengths.
