The General Commercial Gaming Regulatory Authority (GCGRA) is the gaming regulator for the United Arab Emirates. It faces a unique position geographically, given that gambling has historically been outlawed in the Middle East.
However, the GCGRA's formation in 2024 quickly changed this. Anticipation is rife for the UAE's first land-based casino – operated by Wynn Resorts, Wynn Al Marjan Island will open in Spring 2027.
The GCGRA, however, has also issued a number of online and supplier licences.
Given the lack of regulated gambling experience in the area, the regulator has been forced to look to Western countries for its inaugural leaders. Kevin Mullally was its first CEO, while Jim Murren is its Chairman.
Jennifer Carleton, who joined from Sightline, also plays a significant leadership role, while current CEO Ciarán Carruthers was appointed in June 2026.
