The General Commercial Gaming Regulatory Authority (GCGRA) has announced the appointment of Ciarán Carruthers as Chief Executive Officer, effective 9 June 2026.
Carruthers joins the UAE gaming regulator with nearly four decades of experience across global luxury resorts and gaming sectors. He most recently served as CEO of Crown Resorts, one of Australia's largest integrated resort operators.
Prior to that, Carruthers was COO of Wynn Macau from 2017 to 2022. He also held other senior leadership positions across Macau's gaming industry, including Senior Vice President and Director of Venetian and Plaza Operations at Sands China.
In his new role, Carruthers will oversee the GCGRA's ongoing efforts to establish and develop the UAE's commercial gaming regulatory framework.

Meanwhile, Wynn Resorts is reportedly considering a delay to the opening of Wynn Al Marjan Island in Ras Al Khaimah, with Bloomberg citing construction disruption linked to the ongoing Middle East conflict.
The $5.1bn integrated resort had been scheduled to open in early 2027 and is one of the most closely watched gaming developments in the region.
The potential delay is linked to construction and supply chain disruption caused by ongoing regional instability in the Middle East.
The GCGRA is the federal body with exclusive jurisdiction to regulate, license and supervise commercial gaming across the UAE.
Responsible Gaming is a core mandate of the GCGRA, which aims to ensure the industry grows within a framework that prioritises player protection and social responsibility
