The Brazilian city of Belo Horizonte has enacted a new public policy aimed at addressing gambling addiction.

The initiative formally recognizes ludopathy as a public health issue and establishes a framework for prevention, treatment and social reintegration.

The law was sanctioned by Acting Mayor Juliano Lopes and published in the city’s Official Gazette. 

Proposed by City Councilor Pedro Rousseff, the legislation authorizes the municipal government to coordinate educational, preventive and assistive actions focused on individuals affected by compulsive gambling, including online betting.

Under the new framework, the city may enter into cooperation agreements and partnerships with public and private institutions, both domestic and international, involved in mental health care, addiction treatment and social support. 

Funding for the policy will come from existing municipal budget allocations, with the possibility of additional resources if required.

Implementation will involve coordination across multiple departments, including health, education and social assistance. 

The policy is built around five core principles: recognition of gambling addiction as a public health concern, integrated and humane care, intersectoral coordination, respect for personal dignity and autonomy and equitable access to public services.

The legislation also prioritizes the strengthening of Belo Horizonte’s Psychosocial Care Network, ensuring specialized and humanized treatment for individuals affected by gambling-related disorders. 

In addition to treatment and support, the policy mandates the promotion of public awareness campaigns addressing the social, economic and psychological risks associated with gambling addiction, with emphasis on electronic and online betting products.

Belo Horizonte has previously taken a restrictive stance on gambling-related promotion, including measures targeting betting advertising.
