The bidding process to select the operator of Brazil’s Lotesul state lottery platform has moved into its next stage, with São Paulo-based LottoPro Jogos de Apostas e Gestão de Lotéricas summoned to undergo a technical evaluation by the government of Mato Grosso do Sul.
The State Secretariat of Administration (SAD) confirmed that a Proof of Concept (PoC) demonstration will take place on 9 February at the Executive Secretariat for Digital Transformation (Setdig) in Campo Grande.
The evaluation is scheduled to begin at 8:00am and will assess whether the technical and functional characteristics of LottoPro’s proposed solution align with the requirements outlined in the tender’s terms of reference and its commercial proposal.
The PoC phase will run for up to five working days, with a maximum of eight hours of testing per day. The process is intended to validate the platform’s operational capabilities before a final decision is taken on the award of the contract.
LottoPro emerged as the leading bidder in the latest auction round, proposing a revenue share of up to 43.36% of gross revenue, significantly above the minimum transfer requirement of 14.33%. The tender has an estimated value of BR51.47m ($9.9m), based on projected revenues from operating the Lotesul platform.
The contract covers the implementation and operation of a centralized technological system responsible for managing lottery sales, bettor identification, prize payments, variable concession fees and applicable taxes.
Ownership of the platform is expected to remain with the state at the conclusion of the agreement.
The Lotesul tender has faced repeated delays. An initial electronic auction in March 2025 was halted shortly after launch, while a second attempt in December was also suspended. The process resumed in January 2026, attracting bids from four companies.
LottoPro currently operates municipal lottery systems in several Brazilian cities and was incorporated in September 2024 with declared share capital of BR20m.
The Lotesul platform is expected to generate annual revenues between BR1.4bn and BR2bn once operational
