Municipal committees in Cuiabá have approved a bill revoking Law No. 6.872/2022, which created the city’s Public Lottery Service. 

The decision, taken by the Constitution, Justice and Drafting Committee and the Public Administration Committee, allows the proposal to move forward under an urgency regime for further debate and voting in plenary. 

The development follows recent reporting that the City’s Mayor had moved to formally withdraw the legislation amid mounting legal uncertainty.

The law, sanctioned in October 2022, authorized Cuiabá to operate any lottery modalities permitted under federal legislation, including through concession or partnership models. 

It earmarked potential proceeds for social assistance and public policy areas such as human rights, sports, culture, health and public security.

Although the framework was established, the project never reached full operation. 

In 2023, a municipal decree regulated aspects of the system, including accreditation of lottery agents and minimum operational standards. 

Later that year, local authorities announced the installation of lottery terminals across the city, but no firm launch date was set. In 2024, additional regulatory responsibilities were delegated internally, indicating the structure remained under development.

The Executive now argues that revocation is necessary for legal certainty. 

The administration also mentioned technical and structural challenges, including digital auditing requirements and continuous financial monitoring, as well as social concerns related to gambling expansion.

If approved in plenary, the repeal will formally extinguish Cuiabá’s municipal lottery framework.
