Italy launches €18.5m investment plan to modernise gambling oversight

The Italian Customs and Monopolies Agency (ADM) has unveiled its multi-year Investment Plan for 2026-2028, outlining a strategy to modernise gambling oversight by developing advanced IT tools. 

The plan also aims to improve the Agency’s administrative processes, strengthening its infrastructure in the gambling sector. Indeed, the ADM has allocated €9.5m ($11.1m) for 2026 and €9m ($10.6m) for 2027, with funding for 2028 yet to be confirmed. This initiative targets both land-based and remote gaming. 

For land-based operations, upgrades will include IT systems to support the production, operation, control and regulation of gambling or other entertainment machines. The plan also includes improvements to the bingo card management application and the introduction of new functionalities connected to the Elenco RIES.  

Elenco RIES is the official registry maintained by the ADM that lists authorised operators of gaming machines and other regulated entertainment devices. On the online gambling side, the plan includes enhancements to the central registry of gambling accounts and updates to the ODV portal ahead of the next remote gambling concession tenders.  

The ODV portal is an online platform used by Verification Bodies (Organismi di Verifica) accredited and registered with the ADM to conduct compliance checks and manage the certification of gambling systems. Through these investments, the ADM expects to boost its ability to analyse and manage gambling data, creating a more efficient, transparent oversight framework.
