Brazil’s National Council of the Public Prosecutor’s Office (CNMP) has signed the National Pact to Combat Illicit Markets alongside 14 entities, establishing a formal cooperation structure aimed at confronting organized crime and the infiltration of criminal groups into lawful economic sectors.
The agreement, signed in Brasília, seeks to coordinate the production and exchange of data, intelligence and diagnostics related to illicit market activity.
According to CNMP President Paulo Gonet, combating organized crime is essential to preserving the democratic rule of law. He stated that criminal organizations undermine spaces intended for “freedom, growth, development and respect for human dignity.”
Under the pact, signatories will collaborate to map territorial dominance, logistical routes and areas where criminal organizations restrict lawful economic activity. The framework also prioritizes the enhancement of investigative and intelligence strategies focused on asset tracing and financial disruption of illicit structures.
CNMP Secretary-General Carlos Vinícius Alves Ribeiro said the initiative aims to “combine the knowledge that the entities have of the market and showing the CNMP where the problems are and indicate possible solutions."
Institutional adviser and judge Atalá Correia described the pact as a voluntary collaborative space between public authorities and private entities, highlighting its relevance for joint action.
The National Association of Games and Lotteries (ANJL) formally joined the pact and its President Plínio Lemos Jorge said: “We are working toward building an increasingly safe, transparent and sustainable environment for everyone involved.”
The pact allows additional public and private entities to adhere through formal terms, while the CNMP Presidency will coordinate integration of shared data and define strategies for its use within prosecutorial units.
Technical working groups may be established to operationalize data exchange and specific action plans.
