Illegal betting operators continue attracting Brazilian consumers even after the country introduced stricter regulation for the online gambling sector, raising concerns over consumer protection and market oversight.

According to data from Brazil’s regulator, the Secretariat of Prizes and Betting (SPA), even with recent government actions, a growing number of unlicensed platforms continue operating through professional-looking websites, aggressive bonus offers and misleading security claims designed to imitate regulated operators.

One of the main indicators of legitimacy in Brazil’s regulated market is now the mandatory “.bet.br” domain adopted by all authorized operators. Under the country’s updated betting framework, licensed companies are required to use the Brazilian domain structure as part of compliance and transparency obligations.

Platforms continuing to operate through foreign domains or alternative extensions are increasingly viewed as potential warning signs for consumers.

Thiago Balieiro, CEO of Sorte Online, described the current regulatory phase as one of the sector’s biggest transformations in Brazil.

“Compliance has stopped being optional and has become a basic operational requirement,” Balieiro said.

Beyond domain verification, regulated operators are also expected to clearly disclose licensing information, ownership structures, responsible gambling policies and withdrawal procedures.

Brazil’s framework introduced stricter requirements covering anti-fraud controls, identity verification systems, transaction monitoring, consumer protection policies and advertising standards. 

The rules also banned the use of credit cards for betting transactions in an effort to reduce gambling-related indebtedness.

At the same time, Brazil’s regulated market continues expanding, with at least 25 operators remaining in the queue awaiting authorisation from SPA.

“As Brazil advances in consolidating the betting sector, technology will increasingly function as a silent seal of credibility,” Balieiro added.
