Brazil’s Ministry of Sports has published a new Manual for the Prevention and Combat of Sports Results Manipulation, bringing together guidelines, integrity tools and investigative frameworks aimed at protecting sports competitions across the country.
The publication was developed through an interinstitutional working group created to strengthen prevention, monitoring and enforcement measures linked to match-fixing and betting-related fraud.
The initiative involved representatives from the Ministry of Sports, Ministry of Justice and Public Security, Ministry of Finance, national authorities and international sports integrity organizations.
According to the Ministry, the manual forms part of a broader national strategy focused on strengthening integrity within Brazilian sport as the regulated betting market continues expanding.
The document outlines key concepts related to sports manipulation, suspicious betting patterns, common fraud methods, investigative mechanisms and the responsibilities of stakeholders operating across the sports and betting ecosystem.
It also highlights the importance of cooperation between sports federations, betting operators, integrity monitoring companies and public authorities in protecting competition transparency and governance standards.
Among the measures covered are athlete and referee education programs, ethics codes, preventive monitoring systems, reporting channels and integrity alert frameworks.
Sports Minister Paulo Henrique Cordeiro stated that combating match-fixing requires “integrated action, permanent prevention and commitment from everyone involved in sport”.
Meanwhile, Giovanni Rocco, National Secretary for Sports Betting and Sports Economic Development, described the publication as “another step in consolidating public policies focused on sports integrity and the protection of the competitive environment”.
The Ministry also said the manual aligns Brazil with international best practices surrounding betting integrity and sports governance.
Recently, Brazil’s Federal Police established Base Apostas, a specialist investigative unit focused on sports match-fixing, betting fraud, money laundering and related financial crimes.
