BHA appoints nine members to independent Judicial Panel

The British Horseracing Authority (BHA) has confirmed nine appointments to its independent Judicial Panel, strengthening the body responsible for disciplinary, appeal and licensing cases across British racing. 

The appointments were confirmed by Judicial Panel Chair, Sarah Crowther KC and cover both the Chair Pool and Specialist Pool. 

HH Phillip Sycamore CBE, Nicola Shannon KC, Pritesh Rathod and Sam Magee KC have joined the Chair Pool, which is made up of legally qualified individuals who manage proceedings and consider points of law. 

Colin Vickers, Sharon Cooksey, Miranda Fisher, Amy Hazlewood and Kevin Carpenter have joined the Specialist Pool, which provides subject expertise for cases heard under the Rules of Racing. 

The Judicial Panel covers the Disciplinary Panel, Appeal Board and Licensing Committee. For each hearing, Crowther appoints a chair and two specialist members, depending on the expertise required.

The BHA said members are appointed for three-year terms and can serve a maximum of two consecutive terms. 

Some of the new appointments replace Austin Allison, Alison O’Dowd and Chester Williams, while others have been added to support areas requiring further expertise.

Crowther said: “The process was extremely competitive with over 100 applicants and following shortlisting, in-person and remote interviews, the successful applicants have now formally been appointed.”

The appointments come at a time when British racing’s regulatory structure remains under pressure from welfare, safeguarding, betting integrity and licensing issues.  

The BHA published updated safeguarding regulations earlier this month, while the sport continues to argue that proposed financial risk assessments for bettors could affect racing revenues and drive some customers toward unlicensed operators.

The Judicial Panel’s independence has been a central part of British racing’s governance framework since reforms separated disciplinary decision-making from the BHA’s executive functions. Its cases can cover integrity matters, conduct, welfare, safeguarding, anti-doping, racecourse appeals and licensing. 

The latest intake therefore broadens the pool of legal and specialist knowledge available for hearings at a time when racing is dealing with both internal conduct matters and external policy pressures linked to gambling regulation.

Earlier this month, the BHA addressed financial risk assessments, resignations linked to gambling policy oversight and possible sponsorship restrictions affecting horseracing.
