Romania’s National Office for Gambling (ONJN) has launched a public consultation on two draft orders aimed at strengthening requirements for remote gambling operators.

The first draft order would introduce minimum standards for online operators regarding both drafting and applying their game rules, terms and conditions, as well as promotional rules. It aims to improve transparency around the information provided to players.

The second proposal introduces a procedure to regulate the use of test accounts, virtual credits and demonstration sessions on platforms.

The consultation will close on 17 July 2026. Stakeholders can submit written proposals using the designated form, which must be completed separately for each draft order and include the relevant provision, the suggested amendment and the supporting justification.

The proposals form part of ONJN’s ongoing efforts to further define operational standards and transparency requirements for Romania’s regulated online gambling market.

This comes at a time of market contraction. However, the most significant losses are occurring in the land-based machine sector.

The Romanian Association of Slot Machine Operators (Romslot) recently stated that data from the National Institute of Statistics (INS) indicate a 15% decline in gambling and related recreational activities for the first four months of 2026 compared with the same period last year.

Furthermore, the association noted that the drop was most noticeable in April 2026, a 19.1% decrease compared to the same period last year. The INS data indicate that this is the largest decrease among all services provided to the population.

According to Romslot, the number of slot machines operating in Romania fell by 44% between 2023 and 2025, declining from 80,000 units to approximately 45,000.
