PlayCity has selected Ukrainian GovTech developer Kitsoft to build the second phase of the State Online Monitoring System (SOMS).

Computer Information Technologies LLC, which operates as Kitsoft, won an open tender conducted through the Prozorro procurement system. Two companies participated in the latest competition, according to PlayCity.

Kitsoft also developed the first phase after winning a separate tender in September 2025. That contract was valued at approximately UAH 25.9m ($625,000), with the initial platform designed to collect and process information on bets, winnings, refunds, deposits and withdrawals.

The architecture was developed using Kitsoft's Liquio platform and was designed to process up to 100,000 operations per second. The first phase also introduced operator and regulator accounts, gambling registers and 11 analytical reports covering operational, regulatory and financial information.

PlayCity said 28 of Ukraine's 31 licensed gambling operators have now integrated with SOMS. Transaction information is transmitted individually with unique identifiers, while player information is anonymised.

The second phase will add game results and transactions involving gaming substitutes for the hryvnia. It will also monitor slot machine parameters and provide authorised state bodies with access to relevant system information.

Responsible gambling controls are included in the expansion. A PlayCity-commissioned Socioinform survey found that 31% of respondents wanted stronger enforcement of online casino rules, while 27% identified greater player protection as a priority. 

Ukraine's regulatory framework has been adjusted alongside the system's development. The Cabinet amended SOMS operating rules in January 2026, including provisions covering system administration, information security and interaction with gambling equipment. Further rules governing the connection of gambling equipment entered into force during 2026.

The monitoring project follows several years of delays after gambling was legalised in Ukraine in 2020. The country's regulatory overhaul subsequently transferred implementation responsibilities to PlayCity, which began operating in 2025.

In July, PlayCity Head Gennady Novikov resigned after identifying the development of SOMS and the restart of gambling licensing among the regulator's main achievements. At the time, the second-phase tender was still being prepared, with full operation targeted for 2026.
