The Montenegrin Gambling Authority has reported that gambling revenues paid to the state reached €24.6m for the first half of 2026, representing a 35.9% increase compared with the same period last year.

By gambling vertical, online gambling generated the highest revenue contribution to state coffers, reaching €10.7m and recording a 45.3% year-on-year increase.

Revenue from gambling halls totalled €5.7m, representing growth of 59.61%, while revenue from physical sports betting reached €5.4m, up 10.39% compared with the same period in 2025. Land-based casino games generated €2.7m, an increase of 19.3% year-on-year.

The latest figures highlight continued growth in Montenegro’s regulated gambling market, with increased revenues across all major verticals.

However, the Gambling Administration stated that the results achieved are also driven by improvements in the regulatory and supervisory framework, which have led to more efficient enforcement of legal obligations.

The regulator noted: ‘’An important role in achieving these results has been played by the Gambling Administration’s information system, which, through stable and reliable operation, enables continuous real-time monitoring of all gambling operators' activities.

‘’The complete integration of operators with the system has further improved the efficiency of supervision, the accuracy of data recording and the timely collection of legally mandated obligations.’’

In April, the Montenegrin Government adopted a proposal to amend the Law on Personal Income Tax, introducing a uniform tax rate of 12% on all gambling winnings and abolishing the tax-free threshold of €50.

It was noted that operators allegedly divided player winnings into multiple payouts to keep the amounts under €50, thereby avoiding taxation.
