Macau's Government is maintaining its full-year 2026 gross gaming revenue (GGR) forecast of MOP236bn despite four consecutive months of year-over-year declines.
Chief Executive Sam Hou Fai confirmed the position, saying cumulative gaming revenue reached approximately MOP187.1bn through September, leaving around MOP48.9bn to meet the annual estimate.
Sam acknowledged that monthly gaming revenue has recorded year-over-year declines since June, following three years of steady recovery after the COVID-19 pandemic.
Authorities are assessing whether the recent slowdown reflects temporary domestic and external factors or comparisons with relatively high revenue levels recorded in previous years.
October remains an important period for Macau's casino sector. Sam said visitor arrivals during the Golden Week holiday increased compared with the previous year, although the Government is still evaluating whether higher tourism numbers have translated into additional gaming revenue.
Despite the recent declines, he said there are currently no plans to adjust the Government's annual GGR forecast.
Separately, Sam outlined preparations for Macau's 2027 Policy Address, which will focus on governance reform, public welfare, economic diversification and stronger connections with external markets.
The Government received 3,417 submissions during its month-long public consultation, covering 9,036 individual opinions and suggestions.
Economic priorities include advancing Macau's Third Five-Year Plan, accelerating four major development projects and strengthening integration with Hengqin.
Sam also reiterated the Government's commitment to its "1+4" economic diversification strategy, aimed at developing industries beyond gaming while maintaining stable public finances.
The Government will continue reviewing economic conditions as it prepares next year's policy agenda.
