The New York State Gaming Commission has granted final approval for three casino licenses in New York City, clearing the way for developments in the Bronx and Queens following a decisive vote.
The licenses were awarded to Genting Group's Resorts World New York City in Queens, the Metropolitan Park development led by New York Mets owner Steve Cohen alongside Hard Rock International, and Bally's Bronx at Ferry Point Park.
The decision followed earlier recommendations from the Gaming Facility Location Board, which had shortlisted the three projects from an original group of eight applications.
Regulators said the approvals conclude a lengthy and highly contested process that involved multiple stages of review, including local advisory panels and public hearings.
The commission stressed that the successful applicants would be held accountable for commitments made during the bidding process, including job creation, tax contributions and community investment.
Commission chair Brian O'Dwyer confirmed that an independent monitor will report quarterly on each project's progress over the next five years. The monitoring will assess whether operators deliver on pledges relating to employment, infrastructure improvements and local benefits.
New York Governor Kathy Hochul said the approved casinos are expected to generate billions of dollars in funding for public services, including education and the Metropolitan Transportation Authority, while supporting tens of thousands of jobs.
She added that the state expects the operators to meet their stated obligations to surrounding communities.

Despite the approvals, the decision has drawn opposition from some local groups. Metropolitan Park faced vocal criticism during the application process, with concerns raised around public safety, congestion and infrastructure strain. Protesters were present following the vote and indicated potential legal challenges.
Resorts World New York City, which already operates a racino at its Queens site, is expected to transition to full casino operations as early as next spring.
The Bally's Bronx proposal includes a redevelopment of the former Ferry Point golf course site, a transaction that will involve a $115m payment linked to previous site management arrangements.
