Caixa has published a new circular updating the regulatory framework governing lottery outlet permissions across Brazil, introducing operational changes and extending deadlines for documentation regularization.
Circular No. 1.084/2025 was published in the Government Official Gazette and consolidates rules covering the selection of operators, service provision, lottery product sales and operational standards. The regulation comes into force immediately.
Among the changes, the new circular revises the limit on the number of lottery permissions that can be held by a single CPF or CNPJ, Brazil's social security number for individuals and companies, respectively.
The document also introduces the possibility for lottery outlets to establish linked points of sale for the commercialisation of physical tickets for Lotex, Brazil's exclusive instant lottery.
The update follows industry pressure regarding earlier Lotex-related requirements. A previous version of the regulation had included mandatory ticket quotas, which prompted objections from the Brazilian Federation of Lottery Companies.
Financial controls were further tightened, with the circular establishing that funds held in accounts linked to lottery operations may only be used for lottery or associated activities.
The regulation also designates the accounting account as the destination for transactions with Brazil's automatic payment system, Pix, related to lottery revenue, correspondent banking activities and financial settlements.
Caixa announced $1.2bn in revenue during the third quarter, reinforcing the importance of the lottery segment within its broader public finance role.
