The Rio de Janeiro state lottery attributed the growth to changes in governance, improved oversight and a clearer framework for directing lottery revenues toward public interest initiatives.

One of the pillars behind this expansion is Loterj's partnership with RioSolidário, which supports early childhood education centres in vulnerable communities. The program serves children aged six months to just under four years, providing full-day care.

In one community alone, the project serves up to 250 children. The facility operates with a multidisciplinary team, structured nutrition, social monitoring and dedicated support for children with special needs.

According to Loterj, the increase reflects an effort to consolidate its role as a revenue-generating public institution while reinforcing the link between legal gaming and social returns.

The lottery has highlighted investments in areas such as sport, community programs and social inclusion as part of this strategy.

The announcement comes as Loterj advances plans to expand its operational model.

The authority has already completed a proof of concept for video lottery terminals (VLTs), testing systems focused on technological security, operational control and traceability of bets.

The pilot phase is intended to inform a future regulatory structure for VLTs in the state.

Loterj's leadership has publicly discussed longer-term ambitions to position Rio de Janeiro as a major regulated gaming hub.

According to Loterj president Hazenclever Lopes Cançado, "when we multiply resources, we are not just increasing numbers, we are multiplying dignity, hope and future."

Across Brazil, several states have moved to relaunch or modernize lottery projects as a source of stable revenue and a mechanism to fund social programs, amid ongoing national debates around national gambling regulation and taxation.

"Every bet placed in Rio de Janeiro must return to the people in the form of care, protection and opportunity," added Cançado.
