Loterj conducted the country's first VLT proof of concept, testing equipment and operational controls as part of a future regulatory framework in Rio de Janeiro
The POC focused on technological security, operational oversight, bet traceability and player protection
Loterj reported that social investment rose from BR1.3m ($23,554) in 2021 to more than BR45m in 2025, a more than 40-fold increase

Loterj confirmed it has completed the first and second phases of a proof of concept for VLTs, marking an unprecedented step in the modernization of Brazil's lottery sector.

The testing process is intended to support the design of a regulated, secure and transparent model for electronic lottery-style gaming at state level.

According to the lottery, the two-day POC evaluates technical safeguards, operational controls and monitoring systems, with an emphasis on governance, legality and responsible play.

The initiative forms part of an effort to consolidate the regulatory framework and align it with international practices while still maintaining public oversight.

Alongside the regulatory pilot, Loterj highlighted a significant expansion in social investment.

Contributions to social causes increased from BR1.3m in 2021 to more than BR45m in 2025, with resources allocated to projects in health, sport and social development throughout the state of Rio de Janeiro, including a sport-backed social inclusion initiative promoting youth development through a community sports program.

The lottery argues that regulated gaming structures can serve as a stable source of funding for public-interest policies when combined with transparency and oversight.

The state lottery has positioned the VLT pilot as a technical and institutional exercise rather than a commercial rollout, stressing that any future expansion would depend on regulatory approval and defined public-interest objectives.
