The Netherlands Gambling Authority (KSA) has imposed a €750,000 ($875,000) fine on Tulipa Ent Limited, the operator behind the ComeOn brand in the Netherlands, for failing to meet its statutory duty of care obligations.
According to the regulator, the breaches occurred over an extended period between December 2023 and September 2024.
Under Dutch gambling regulations, licensed operators are required to actively protect players from excessive gambling and the risk of addiction, with particular attention given to vulnerable groups such as young adults.
KSA stated that Tulipa did not sufficiently identify or address signs of problematic play during the period under review.
As part of its investigation, the regulator examined 10 player files involving young adult customers who had incurred high losses. In each case, KSA identified shortcomings in Tulipa’s approach to player protection.
These included delayed recognition of risky behaviour, inadequate or late interventions and the ability for players to set deposit limits that the regulator deemed excessive.
In several instances, players reportedly lost thousands of euros within a short timeframe without timely preventative measures being applied.
Commenting on the decision, Michel Groothuizen, Chair of the KSA, stated: "The KSA previously found that providers' implementation of their duty of care varied too widely and often left much to be desired. We therefore conducted additional research with various providers, resulting in the various duty of care fines we are now seeing.
“Providers absolutely must not let slip something as essential as the duty of care, especially when it concerns vulnerable target groups such as young adults."
The fine follows earlier regulatory scrutiny of Tulipa. In November 2025, KSA issued the company with a notice of non-compliance relating to anti-money laundering and customer due diligence obligations, highlighting ongoing regulatory pressure on the operator.
