The Buenos Aires Province Institute of Lottery and Casinos (IPLyC) has opened a 12-month tender for armored transport, counting and custody services covering provincial casinos and the La Plata Racetrack, a contract now under political scrutiny.

IPLyC of Buenos Aires has issued a public tender valued at ARS 3.9bn ($2.7m) for comprehensive cash logistics services across its land-based gaming operations.

The contract covers 12 months beginning April 1, 2026, and includes armored transport, cash counting, secure custody and insurance coverage from gaming floors to financial institutions. The process will be conducted through PBAC, the province’s electronic procurement platform.

IPLyC President Gonzalo Atanasof has framed the initiative as part of a broader 2026 operational efficiency strategy aimed at optimizing costs in the province’s casino network.

However, opposition lawmakers have questioned the size of the contract and are reportedly considering a formal request for information that could require regulatory authorities to provide further explanations before the provincial legislature.

Revenue collected by the regulator is allocated to social and public health programs under Governor Axel Kicillof’s administration, adding political sensitivity to major procurement decisions.

In parallel, the regulator has been advancing youth gambling prevention efforts by partnering with the Universidad Nacional de La Plata (UNLP) and Fundación Nexum to promote awareness, early detection and education to address gambling harms among adolescents and young adults. 

Under the arrangement, UNLP has been designated a “Network Ambassador for Responsible Gambling,” working on interdisciplinary activities to counter illegal betting and problematic play.
