Authorities in the Brazilian state of Mato Grosso do Sul have begun evaluating whether technology company Prohards has the technical capacity to operate the state’s planned Lotesul lottery platform.
The company, which finished second in the original bidding process, was called for a technical assessment after the initial bidder, LottoPro Jogos de Apostas e Gestão de Lotéricas, was disqualified during the evaluation stage.
During the practical test carried out by state officials, Prohards was required to demonstrate a range of operational and security features designed to support the management of an online lottery and betting platform.
Among the systems presented were mechanisms to separate player deposits from bonus balances and prize payouts, tools to identify attempts by underage users to register on the platform and fraud prevention controls designed to block automated accounts or bots.
The system also includes player registration procedures requiring personal data verification such as identity documents, addresses, email and phone numbers. Confirmation codes are expected to be used as an additional security step to prevent misuse of personal data.
Officials also assessed the company’s ability to provide reporting and monitoring tools for the government, including data on betting volumes by city and user profiles. These metrics would support oversight of revenues and the calculation of taxes and transfers to the state.
At one point during the demonstration, officials from the state’s Digital Transformation Secretariat raised questions after delays occurred in loading some data within the system.
The technical review continued later in the day and the final decision is expected to be announced following further evaluation by the bidding committee. The result will be formally published in the state’s official gazette once the process is concluded.
