A year after the initial bidding process, the State Lottery of Mato Grosso do Sul (Lotesul) still has no clear winning company to move the process forward.
The original winner was Lottopro Jogos de Apostas e Gestão de Lotéricas Ltda, but this was later revoked when it was revealed that the company did not have an electronic regulation safe, which was a requirement to run the Lotesul.
This was likely discovered when Lottopro was summoned to undergo a technical evaluation by the government of Mato Grosso do Sul in late January.
Lottopro is no stranger to the scene, as the name may suggest, with the company running eight operations across Brazil in Asunción do Piauí, Patos do Piauí, Tatuí, Marcolândia do Piauí, Muquém de São Francisco, Teresópolis, Quijingue and Tutóia.
However, the parameters for a winning bid are steep – and have been changed numerous times throughout the process.
In order to run Lotesul, the company must reportedly have over a billion in annual revenue, while the bidding notice states that the "estimated average annual revenue from remuneration of the platform is R$ 51,474,339.31 (US$9.86m)."
The evaluation committee has reached out to three companies to continue bidding.
Local reports have named Dodmax Tecnologia S/A, from Campo Grande; and Prohards Comércio Desenvolvimento e Serviços em Tecnologia da Informação Ltda, from Rio Claro, as two of the potential operators still in the running.
This is not the first time the process has been delayed, as it was suspended twice last year.
The Lotesul was revived in 2021 after a 15-year hiatus
