The Guidance Act on Fiscal Policy and Tax Administration for 2026-2028 was presented by Economy Minister Giorgetti. It includes initiatives to strengthen efforts against fraud in the gambling sector.
The Act highlights the importance of reducing the tax shortfall through stronger enforcement against fraud and evasion in customs, excise and the gambling sector.
The Customs and Monopolies Agency (ADM) will ensure public gambling takes place in a regulated, technologically advanced and constantly monitored environment while streamlining administrative processes.
Under Legislative Decree No. 41 of 2024, the ADM will promote responsible gambling, maintain transparency and ensure the quality of gambling offerings while respecting personal data laws. The agency will also provide technical support for drafting legislation and promptly issuing implementing directives.
The ADM will step up efforts to combat illegal and underage gambling. It will also work with the Financial Police to refine risk-analysis tools and increase inspections, thereby improving oversight of both online and offline gambling networks.
The Financial Police will maintain anti-money-laundering supervision in the gambling sector to prevent illicit funds from entering legal operations.
Last month, the ADM announced plans to update its gaming oversight tools with an €18.5m ($21.5m) investment programme. Millions will be invested each year over the next three years to strengthen gambling procedures and oversight, covering both land-based and online gaming.
In addition, Italy is moving forward with a reorganisation of its land-based gambling network. The ADM has drafted a regulatory proposal to restructure the sector, though its details are still under review.
Rumours suggest that the upcoming concession tenders could favour larger operators, prompting concerns from several deputies about the possibility of creating an oligopoly.
The ADM also recently proposed updates to the country's online gambling framework during an open hearing that focused on live gaming and technical standards.
