The Dutch Gaming Authority (Kansspelautoriteit/KSA) has provided clarity to users after questions surrounding player costs and closing accounts.
Payout conditions are occasionally introduced, such as minimal amounts and additional actions through customer support. Providers are obliged to close a player’s account when a player requests it, but must pay off any remaining balance without delay.
An account closing fee is not permitted by players and such fees can deter users from closing their accounts.
Furthermore, providers are obliged to pay out player funds without delay when a player requests it and with no structural conditions applied. The KSA has said it has not found evidence that providers use these payment conditions, while some players simply use customer service for small sums.
Providers under certain conditions can charge costs for managing the gaming account and making payments – these costs must be communicated clearly in advance.
A duty of care guidance was issued in support of more responsible gambling in the Netherlands recently and two studies alongside it show signs of how to better identify addiction in gambling.
Similar statements were made by the KSA in February 2026 regarding an “early payout feature” and several licensed online sports betting providers were contacted, citing concerns over misleading information.
Regulating the Dutch gaming market, supervising licence holders and providing clearer rules in online gambling have been some of the ways to promote responsible gaming.
A record fine was issued by KSA in the amount of €24.8m ($28.9m) against Novatech for providing illegal gambling opportunities
