Brazil’s Ministry of Sport and the Administrative Council for Economic Defence (CADE) have signed a Technical Cooperation Agreement (ACT).

The document aimed at strengthening integrity, competition and regulatory oversight across the country’s sports ecosystem, including the betting sector.

The agreement establishes a permanent channel for technical collaboration between the two institutions, covering information sharing, joint studies, training initiatives and coordinated actions on issues of mutual interest. 

The move reflects growing recognition of sport as a complex economic environment, where betting, media rights, digital platforms and competition structures increasingly intersect.

Under the framework, both bodies will cooperate on areas such as regulatory innovation, integrity monitoring and the development of methodologies to assess markets linked to sport and digital activity, including sports betting. 

The initiative also includes joint research and the production of technical and educational materials.

Giovanni Rocco Neto, National Secretary for Sports Betting and Economic Development of Sport, said the agreement responds to structural changes in the sector. 

“In a scenario of accelerated transformation in sport, it is essential to anticipate competitive risks and improve regulatory quality, including emerging segments such as esports, where competitions, content distribution and digital assets often overlap,” he said.

CADE president Gustavo Augusto added that the partnership supports legal certainty in a rapidly evolving market. 

“The current moment requires constant updates to ensure legal security, and this is achieved through public policy reform and partnerships like the one we are implementing now,” he said.

The agreement does not involve financial transfers and preserves the institutional independence of both bodies, while enabling closer coordination on enforcement and regulatory matters.
